On September 22, by the decision of the RA NA Speaker Ararat Mirzoyan, under Article 100 of the RA Constitution and Article 41 of the Constitutional Law the Rules of Procedure, at the initiative of the Government, an extraordinary sitting of the National Assembly was convened by the initiator’s established agenda. The draft law on Amending the Law on Social Support and the package of the enclosed presented draft laws was included on the agenda.

The MPs passed a decision on the special procedure of the debate of the agenda item of the extraordinary sitting, according to which, the debate of the draft law in the second reading will be organized within 24 hours after the adoption in the first reading. Three hours was provided for presenting the recommendations in the written form on the initiative and the endorsement of the Head Committee. According to the RA Deputy Minister Anna Zhamakochyan, in harmony with the RA Government programme, the RA Ministry of Labor and Social Affairs initiated structural changes. The MPs highlighted the goal of the initiative, were interested in installation of the centres to be created and considered necessary the improvement of the social services’ quality.

Naira Zohrabyan delivered a speech on behalf of the RA NA Prosperous Armenia Faction. Considering admissible the idea of investing One Window Institute, the MP voiced the concern of the persons with disabilities on the amendment.

In his final speech the key speaker answered to the MPs’ questions and concerns. He noted that as a result of reforms new systems of allowances would be invested.

The initiative was passed in the first reading.

At the end of the day the presented legislative was debated in the second reading and for fully completing it.

The Deputy Chair of the NA Standing Committee on Health Care and Social Affairs Heriknaz Tigranyan presented the endorsement of the Committee.

The parliament by voting passed in the second reading and completely the legislative package.

The National Assembly ended the work of the extraordinary sitting.
